Answering your Warm Home: Local Grant Questions
The Warm Homes: Local Grant was launched to help reduce energy bills for low-income households, tackle fuel poverty and support the UK’s 2050 net-zero target.
This scheme will provide eligible homeowners and private tenants with grants of up to £30,000 for energy-saving upgrades. This could include Air Source Heat Pumps, Solar PV and Insulation upgrades.
We’ve collated the frequently asked questions about the Warm Homes: Local Grant to help you understand the scheme and your eligibility.
The Warm Homes: Local Grant is funding that comes from the Central Government. It is given to Local Authorities who submitted an Expression of Interest. This funding is available to eligible Lancashire residents to help improve the warmth and efficiency of their homes.
If you're a homeowner, your property would qualify if it's located in Lancashire and has an EPC rating of D, E, F or G. A household would qualify if the gross household income is less than £36,000 OR someone at homes recieves a means-tested benefit. You would automatically qualify if your property is in an eligible postcode area.
Landlords can also apply, but there must be someone living in the property who meets the eligibility criteria. As part of the process, we would need to see evidence of the tenant's income and/or benefits. The maximum grant Landlords can receive is £15,000 and you need to contribute 50% towards the upgrades.

As part of the Warm Homes: Local Grant, your property could be eligible for loft, solid wall, room in roof and cavity wall insulation. If your property has single-glazed windows or old wooden external doors, these could also be replaced. If suitable for your property, Air Source Heat Pumps, Solar PV and High Heat Retention Storage Heaters may also be installed. A retrofit survey will establish which measures are suitable.
If new heating systems are installed, it will replace your current main heating source. This means, in most cases, your current heating will be disconnected. There is also the chance that secondary heating sources, such as wood burners, may not be compatible with your new system. Please discuss this with your installer before the work starts.
The application form is simple to complete for yourself or on behalf of someone else. You can apply online, over the phone, or request an application form to be sent to you. Once you've applied, our team will contact you within 5 working days to go through eligibility. If you and your property qualify, a retrofit survey will be organised.
Following the survey, you will be advised in writing what measures your property qualifies for. If you agree to the measures, contractors will begin the technical inspections. When your measures have been formally agreed for funding, you have 3 months for the works to be carried out.
Once the work is complete, it will go through a certification process, so you'll have certificates for every element of the work. As part of this, you should also have guarantees. All work on the property will receive a technical inspection before the contractor is paid. If you are unhappy with any aspect of the work, please tell the surveyor at this stage. There are no conditions attached to the scheme, so you can sell the property at any time after the work. Keep any paperwork and guarantees safe for future owners/tenants.
