ECO and ECO Flex funding

Councils can extend ECO support to more households through ‘ECO Flex’. This allows councils to confirm that a household is low income or vulnerable to the cold, even if no one receives means tested benefits. 

ECO rules mean households cannot apply directly to the council; instead, an installer must apply on their behalf. The property must also be energy inefficient.

You may qualify if:

• You are on a state pension
• You earn less than £31,000
• You have savings under £16,000
• You live with a long-term health condition or disability

Health care professionals can also confirm eligibility for ECO Flex under what is known as Route 3. A household may qualify if a resident has one or more of the following long‑term or severe health conditions, confirmed by an NHS‑registered professional:

• Cardiovascular condition
• Respiratory disease
• Limited mobility
• Immunosuppression

Local Government Flexible Eligibility (LA Flex)

The criteria is set out in a Statement of Intent which has been jointly agreed by all Lancashire Local Authorities participating in the Cosy Homes initiative. Each individual Local Authority in Lancashire must publish its own Statement of Intent and the following have done so;

ECO Flex declarations are available to Trustmark‑registered installers who are based in Lancashire and registered with Cosy Homes in Lancashire.

Cosy Homes in Lancashire cannot supervise or guarantee the quality of these installations. Responsibility lies with the energy companies that fund the work. If problems arise that cannot be resolved directly with the installer, households should contact Trustmark.
