ECO and ECO Flex funding

Energy Company Obligation (ECO)

In July 2022 ECO4 was introduced. The qualifying criteria and qualifying measures has changed significantly from ECO3, so please read carefully before applying as you may want energy saving works which do not qualify.

Your property needs to have an EPC Rating of D, E, F or G. Any work carried out on your property using ECO funding needs to significantly improve the energy rating of your home. Some single measures such as window or door improvements will not improve the energy rating so are very unlikely to be offered under ECO4 funding.

One of the main changes is that funding to replace an old condensing boiler has now stopped. Funding is only available if you have an old Non - Condensing (Conventional) boiler and other energy efficiency improvements are required on your property to significantly improve the energy rating of your home.

Energy Company Obligation (ECO) is a Government energy efficiency scheme in Great Britain to help reduce carbon emissions and tackle fuel poverty. The Government have now also introduced the Great British Insulation Scheme (GBIS) to help reach these targets.

All criteria is set by the Government and Cosy Homes in Lancashire must work within these guidelines. 

Under ECO4 and GBIS, qualifying residents in receipt of a low income or Means Tested Benefit may be eligible for partial or fully funded measures but any funding needs to make significant improvements to the energy rating.

 

Local Government Flexible Eligibility (LA Flex)


The Government brought in a regulation that Local Authorities could make a declaration that a household was vulnerable under certain criteria even if they did not qualify for ECO. This is called Flexible Eligibility. All the rules as to what measures are eligible must still be followed as above.

The criteria is set out in a Statement of Intent which has been jointly agreed by all Lancashire Local Authorities participating in the Cosy Homes initiative. Each individual Local Authority in Lancashire must publish its own Statement of Intent and the following have done so
