Off Gas Community Schemes

In partnership with Affordable Warmth Solutions (AWS) we have access to Government funding to connect off gas communities to the gas network. The funding, Fuel Poverty Network Extension Scheme (FPNES) is available until 31st March 2021. Once your property has a gas connection you would be eligible to apply for a free gas central heating system.

Where has the funding come from to do the work free of charge?

In 2017 National Grid was partially sold off and a funding pot created to be administered by AWS. Blackpool Council successfully bid for funding from this pot on behalf of CHiL to connect electrically heated properties to the network and install first time gas central heating.

I live on a street without gas and am interested. What do I need to do?

Register your interest and we will ask AWS to look at your street and assess if it can be connected to the network. Some communities are too far from mains gas so it is not always possible. If AWS are in agreement we will then write to all the other residents on your street.

I own my own house. Can I apply?

Yes. This is a community scheme and every property on the street would be eligible to apply regardless of tenure. The gas connection would be free of charge and if you are eligible you can apply for the free central heating.

I rent my property. Can I apply?

Yes. However you would need your Landlord to sign the gas connection form and they must give permission for central heating to be installed if you are eligible.

I am a Landlord. Can I apply?

Yes, your property is eligible for the free gas connection and you would be required to complete the paperwork. If you wanted the free central heating then provided you had a qualifying tenant we can do the installation free of charge.

I do not receive any benefits. Am I eligible?

Yes. It is recognised that people living in electrically heated properties are paying more to heat their homes and therefore more likely to be fuel poor. Off gas community schemes endeavour to help as many people as possible so the eligibility criteria is extremely broad. If you earn less than £30,000 or anyone in your household has a long term health condition you are likely to qualify. Please ring to find out more.

I am in receipt of benefits. What information do you require?

At some point during the process we will need to see your benefit entitlement letter and take a copy.Benefits can include non-means tested benefits such as Carers Allowance or DLA.

How likely is a scheme to go ahead.

The scheme must be financially viable for AWS to make a financial committment to connect your street to mains gas. Ideally they would wish to see a minimum of 50% of residents sign up. We will try our hardest to promote the scheme to get it off the ground.

If I don't want central heating can I still have the gas connection?

Yes. If you wish to just have the gas connection then you can do so without incurring any ongoing costs as no meter would be fitted. This would enable you, or a future owner, to install gas appliances at a later date

Do I have to pay anything?

The gas connection is free of charge to everyone providing the minimum number of residents sign up. Gas central heating is free of charge to all qualifying residents.

If I say no now, can I change my mind?

You can opt in to the scheme at any time whilst Cadent are on site doing the connection work. Once Cadent leave site the opportunity will be lost. You would still be able to have a gas connection but you would have to organise this yourself and pay the relavant cost which is a minimun of £2500.

If a Scheme does go ahead how long would the work take?

It would depend on the size of your street and the number of connections but no more than 2-3 weeks. Installation of a gas central heating system would normally take 3 days.
